Everyone uses the healthcare system, regardless of their health insurance status. The bill is always paid, but clearly paid unevenly if not everyone pays into the system.
I suppose one way to look at the healthcare law is seeing it as regulating how you pay into the system, rather than regulating what you buy and don’t buy.
